Council

55 mayors and district administrators work together as equals in a regional partnership with shared responsibility.

The council constitutes the democratic core and legitimises the internal decision-making process and the representation to the outside world. It is built upon the principle of civic representation within local government.

The council consists of the legal representatives of regional authorities, and appointed members include representatives of the Bavarian State Government with roots in the metropolitan region, as well as one district council president representing all four district councils, and one chief administrator representing all four administrative districts.

The council elects co-chairpersons including a big-city mayor, a district administrator and a mayor, who represent the metropolitan region to the outside world. From 2005 to 2011, the co-chairs were Dr. Ulrich Maly, mayor of the City of Nuremberg, Dr. Günther Denzler, district administrator of the administrative district of Bamberg, and Mr. Gerd Geismann, mayor of the City of Sulzbach-Rosenberg.

Since October 2011, the council co-chairs include Dr. Siegfried Balleis, mayor of the City of Erlangen, Dr. Günther Denzler, district administrator of the administrative district of Bamberg, and Mr. Thomas Thumann, mayor of the City of Neumarkt i.d. Oberpfalz.
